Idaho municipal governments are
authorized to impose development impact fees
pursuant to Idaho Code following the development
of a Capital Improvement Plan which is required
to be presented to the Impact Fee Advisory
Committee at a public hearing prior to being
considered for adoption by the City Council.
Idaho Code also requires that from time to time,
any government entity imposing development
impact fees update their Capital Improvement
Plan. Sandpoint implemented a Development
Impact Fee Program in the fall of 2005. To
maintain conformance with Idaho Code, the City
hired TischlerBise, a national expert in the
field of Development Impact Fees, to revise the
program and update our Capital Improvement Plan.
